A friend rides his bike down the road and crosses the side walk to the apartment entrance while on his bike. Apparently, crossing the sidewalk on a bike is a fine of $150. While he talks to the police a man walks by and says something to the officers and it heats up and backup arrives. The friend ends up getting out of the ticket and the other man is charged with harassment, disorderly conduct and resisting arrest.
